When it comes to celebrating Halloween, the city of Chicago does it right. I've spent many holidays in the Windy City and it's always a blast. This year, the place to be is Offshore Rooftop on Navy Pier. It's the world's largest rooftop bar that will be transformed into a Haunted Shipwreck for their party.
