10 Dumbest Cities in Illinois [LIST]

What makes a city dumb?

RoadSnacks, one of my favorite ranking website, had to first wonder what it was that makes a person dumb.

Well, according to RoadSnacks, there is a certain criteria they looked at to determine this ranking.

We started by making a list of every place in Illinois over 5,000 people based on the 2013 American Community Survey. That left us with 350 places in the Land of Lincoln.
We then looked at the following dumb-tastic criteria for each of the places on the list:
Number of bars vs. libraries per capita
High school graduation rates
Number of men in a city

Now guys, before you get your tighty-whities in a bunch, RoadSnacks pointed out that when they ran the data for the number of bars vs. libraries per capita and high school graduation rates, they noticed that the 'dumber' cities were more male dominated.

After all, women are always ranting and raving that they are smarter than their husbands anyways, am I right?
