I have a friend who enjoys smoking pot and when he does something stupid, his comment is always "that's why they call it dope.

What Is Dope?

It has a few different meanings but these are the ones that fit this situation. Basically, what my buddy is saying is he does dumb things because he's high. The guy I'm going to tell you about fits this description perfectly.

According to google.com,

A drug taken illegally for recreational purposes, especially marijuana.

A stupid person.
