Why Did a ‘Nuke Sniffing’ Plane Do a Bizarre Wisconsin Flyover?

I'm going to ask you a question that I don't yet have a good answer to. Why did a US military 'nuke sniffing' plane just do a bizarre flyover above Wisconsin? I can prove it just happened.

Just so you know, I have not discovered some highly-classified information. The flights of many US military planes is easily trackable on Flight Aware. I follow one that has a code name of COBRA31. It's one of the US Air Force's WC-135 Constant Phoenix planes. The US Air Force says it does "atmospheric collection aircraft supports national level consumers by collecting particulate and gaseous effluents and debris". Translation? It sniffs for nuclear particles.

Let's not necessarily read too much into this, but I saw the COBRA31 do a strange flyover path over Wisconsin this morning.

When you zoom in closer, you can see the strange constant circling this plane did over the Green Bay area Tuesday morning, March 12, 2024.

Let's be clear that this does not mean the US military suspects there are nuclear elements in the Green Bay, Wisconsin area. Perhaps this was just a routing patrol. Maybe the pilot is a big Packers fan. There are lots of possible reasons, but this is a strange path for this Air Force plane to take. I follow it all the time just out of curiosity and I rarely see it fly a pattern like this.
