Illinois' film and television industry has reached a new milestone, with production expenditures hitting a record $703 million last year, a 25 percent increase from pre-pandemic levels in 2019.

State officials say the surge reflects a growing demand for Illinois as a premier filming destination, driven by expanded incentives and workforce investments under JB Pritzker's administration.
The industry supported an estimated 18,000 hires in 2025, up from 15,200 in 2019, while wages climbed to $401 million. The data highlighted a steady rebound and expansion in the state following the slowdowns from the pandemic.
Tax Credits and Workforce Programs Drive Expansion
State leaders give a lot of credit to film industry growth to aggressive investment strategies, with the Illinois Film Production Tax Credit being extended through 2039, which has played a central role in attracting major productions.
The Film and TV Workforce Training Program has trained more than 550 individuals, with over 60 percent landing jobs on projects including The Bear and Chicago Fire.

Additionally, the Illinois Soundstage Capital Grant Program, launched in 2024, is helping expand production infrastructure to compete with top filming hubs nationwide.
Economic Ripple Effect Across Illinois
The industry's growth is generating widespread economic impact beyond film sets. Local businesses, from restaurants to hotels to transportation services, are seeing increased demand tied to production activity.
An independent analysis found the state's film tax credit generates $6.81 return for every dollar spent, contributing more than $4.5 billion in economic activity between fiscal years 2017 and 2024.
With nearly 94 percent of that growth linked to recent policy enhancements, Illinois has emerged as one of the nation's leading film production destinations, with Chicago now ranked among the top cities for industry professionals.
