What’s The Headlight Etiquette For The Festival Of Lights?

There's a rather ambiguous sign at the entrance of the Festival of Lights. 

The sign says to "please dim your headlights." I've been asking around and no one really knows exactly what that means.

Some said it means to make sure your brights are off (duh), some think it means to just have your fog lights on, and some think it means to turn your lights off altogether.

I'm a big proponent of the "turn your lights all the off" crowd. There's already plenty of light there and if someone is driving a tall SUV or truck-type vehicle, even fog lights can be bothersome to someone in a regular car.
