Is Cupid Leaving Balloons and Roses in Rockford Neighborhoods?

Someone put Valentine's balloons and red roses at intersections in Rockford and we're want to know why. At first, the thought of a wedding proposal came to find but why would these be in multiple locations?

If you look closely you will see the balloons are tied to a piece of lumber and flowers are placed carefully in the snow.
