There is always one in every neighborhood. It's that house that the owner doesn't take care of. A home like that is usually a rental property with a landlord who doesn't care. The people on the block get very upset about it and even turn the person in to the authorities for lack of care of the building, but it doesn't seem to change the situation. It affects everyone in that area. It brings down property values. There could even be a dangerous situation for folks nearby.

A Milwaukee man is calling on the city to take action against a neglected property near South 18th and Windlake, which he says has become a haven for aggressive raccoons and other critters.
Besides a house that isn't taken care of properly, another thing that upsets people in the neighborhood is animals running amok on the block. In this case, it's a bunch of raccoons. Oftentimes, the abandoned house and the issue with wild animals are related.

In Milwaukee, there is one neighborhood where the residents are asking the city to take action against the owner of a home. This house has been left in disarray. It is unkempt, with junk everywhere. The only thing that would find the place livable is a bunch of raccoons. That's exactly what happened. The animals moved right in. Apparently, these trash pandas are also aggressive. So much so that some of the neighbors carry bats with them for protection.
