What The Heck Is This Strange Boat Looking Thing Just Off I-90?

I hope I'm like the rest of the world when it comes to not knowing things.

There's a part of me that needs to know what a certain something is, even if it will have little to no impact on my daily life. I'm just inquisitive, I guess.

For example, what the heck is this thing?

Seriously, my wife brought this up to me a few days ago. She's seen it on the side of the road in what appears to be some man-made pond for a few weeks to a month now.

The boat looking thing sits between the Chrysler plant and the Rockford exits on the north side of I-90. I mean, it looks like a boat, but is it? It also might be a pontoon, but then again, is it?

There might be an auger attached to the boat/pontoon thing. Is there a chance this thing might be used to dig for water to reach the cement plant?

I have no idea and the not knowing is absolutely killing me. Help!
