What qualifies a state to be slutty is based on the numbers of cases of different sexually transmitted diseases.

Manditory.com used their three favorite STD's to determine where each state ranked. They used chlamydia, gonorrhea, and syphilis and added up these infections per 100,000 residents.

This means the higher the number, the more likely you will catch something when you bring someone home from the bar.
