What is it? In my own opinion, it looks like a deer, with a cat tail and a fox body.

WTVO reports that the animal is most likely a red fox with Sarcopic Mange, Sarcopic Mange is:

...a common skin disease, caused by the Scarcoptes scabiei mite, that's found in coyotes, deer and foxes. And it causes a itchy sensation to the animal. “The animal can't help itself, so it has to scratch and bite itself, and as the mite reproduces under the skin, it causes a thickness of the skin and causes the hair to dry out and the hair to eventually fall out.
