Spring Creek Road between Alpine and Anderson Japanese Gardens is pretty much the worst. If you drive the road regularly you've likely become an expert at dodging manhole covers which stick out above the pavement due to the unfinished construction. Apparently, that shouldn't be a problem much longer. For real this time.

If the final paving process isn't signed, sealed, and delivered by July 3rd Rockford's mayor will see that a contractual penalty is issued. According to WIFR, Rockford Capital Improvement Operations Manager Timothy Hinkens points the finger at "a late start to spring" and "rain" as the reason for the delay. He went on the record to say it will be wrapped up by July 4th weekend. Timothy, don't get our hopes up.

Spring Creek Road has been under construction for the past three years.
